What about using a traffic circle as a solution for 30th and Reynolds? There's plenty of space at that intersection for one, and although nobody loves them, they are great at slowing traffic. If the city were to use a moveable object, such as a boulder pile, the object could be moved in the event of an emergency to allow a 4-way stop under the emergency plan already in place.

"The city does not have any plans to construct a roundabout at the intersection of E Reynolds and N 30th St. Roundabouts require a considerable amount of land in order to be constructed properly. The city does own some of the land around the intersection, but not enough to accommodate a properly designed roundabout."
