"To keep overall operational expenses down, the city uses an ice melt agent during their snow plowing process. The application of sand and/or salt mixtures creates additional costs through the need to sweep any leftover debris from the streets, as well as the cost to clean storm sewers when salt and sand enters the sewer system.
