I'm sure you could find something cheaper than that, but I would not advise it.

Casper offers a surprisingly low cost of living for the size of the town. Casper rounds out to be roughly 5% to 10% below the U.S. average and is thought to have stable jobs in healthcare and energy. A relatively stable economy.

You can go looking for little towns like Rock River or Hanna for affordable homes. But you'll also have to want to live far away from many things that modern society thinks of as basic. But some people like it that way. It's part of that charm of living in Wyoming.
