Cheyenne Mayor Patrick Collins says there could soon be a gold rush in Laramie County.

The new fishing permit fees were determined by taking the average of resident and non-resident fishing permit fees from Wyoming, Montana, and Idaho.

The company first applied to mine in 2014.

Encore Green Environmental will apply about 7,000 barrels of the treated water to private farmland.

The department is reviewing the ruling and expects to work with others to see if they will appeal, department spokesman Keith Guille said Wednesday.

State officials followed the right process under Wyoming law, Powder River Basin Resource Council attorney Shannon Anderson argued.
