A 37-year-old Scottsbluff, Nebraska man is facing felony charges in Laramie County after allegedly sexually abusing two minors.

Albert Urban is charged with first-degree sexual abuse of a minor, a felony punishable by up to 50 years in prison, and fourth-degree sexual abuse of a minor, a felony punishable by up to five years in prison.

It's alleged that on or about the period of June 1 to Aug. 31, 2024, Urban inflicted sexual intrusion on A.J., a 14-year-old, and Urban occupied a position of authority in relation to A.J.

It's also alleged that during the same time period, Urban engaged in sexual contact with A.K., a 15-year-old.

Initial Court Appearance

On Monday, Dec. 1, Urban was seen in Laramie County Circuit Court in front of Judge TJ Forwood on the charges.

Forwood appointed Urban a public defender then asked the state for recommendation on bond.

"He's no longer local. This arrest warrant went out nationwide," the state said. "He does have a prior felony conviction and inside the affidavit there was a reference to a pistol, which raises substantial concern. And then also there was, I believe in paragraph seven of the affidavit ... an event where there was a strangulation or choking type matter against one of the other children."

"The fact there were four children in the home, that they witnessed various bits of these activities, that gives substantial concern as to the welfare of children across our county and across our state and region," the state added. "Accordingly, the state's going to ask for a $250,000 cash bond in this matter."

Bond Set at $250K Cash

"I'm going to set your bond at $250,000 cash," Forwood told Urban.

Urban's next court proceeding will be a preliminary hearing on Wednesday, Dec. 10, at 1:30 p.m.
