The Cheyenne Police Department has been targeting drivers who talk or text on a cell phone and are on pace to issue 75 percent more citations than last year. Sgt. Rob Dafoe told the Wyoming Tribune Eagle that they had a special mobilization in May and June and that officers referred to ticketing drivers using their cell phone like "fishing in a tank."

In Cheyenne talking or texting on your handheld phone is a primary offense, which means you can be pulled over for it. And if you are pulled over, it's a $125 fine. For the rest of the state, only texting is a primary offense and comes with a $75 fine.

Dafoe says most of the citations in Cheyenne are being issued for people talking on their phone and that many are Cheyenne residents. Basically, people are just ignoring the law hoping they can get away with it. But with 321 citations issued in the first half of this year, compared to the 481 total last year, it looks like the chances of getting away with breaking this law in Cheyenne are getting slimmer.
