There are a few places in Wyoming where the lakes have frozen over and the ice fishing has begun. Most of those places are at higher elevation.

To know when a lake is frozen over enough and when is a good time to go, here are a few resources you can use.

From the United States Department Of Agriculture, Forest Division there is this interactive map.

A website called Iceshanty has information from fishermen on what lake is ready and what is biting.

The Wyoming Ice Fishing FaceBook page is a place where you can talk to other ice fishermen.

The website ANGLR has a page about how to start ice fishing if you never have, and pages for the experts. You'll have to join the group but there is lots of great information.
