My question concerns the "lane" of traffic in the middle of larger streets like Grand Avenue. It is demarcated by a solid yellow line, but many people (myself included), cross into it to use as a left turn lane Is it legal to use such a center lane as a left turn lane, and if so, which car has the right of way when two oncoming cars meet?

Answer:

"When a center turn lane exists, vehicles making left turns should enter the center lane prior to executing the left turn. Only when a double yellow line exists (usually at intersections or in areas where only one direction can safely enter the center lane) are vehicles required to remain in the drive lane to make left turns."
