On March 10, at around 5:25 pm Laramie Police Officers were dispatched to 3rd and Harney for the report of an accident involving three vehicles. Noah D. Norgauer, an 18-year-old Laramie resident, failed to stop behind a vehicle waiting to make a turn at the intersection. The impact pushed that vehicle into the vehicle in front of it, also waiting to make the turn.
