Mead: Thought Hill Bill Was Constituitional

Wyoming Governor Matt Mead says that while he accepts a Wyoming Supreme Court decision striking down Senate File 104, he thought the bill was constitutional at the time he signed it.

Earlier this year, the state's high court struck down the legislation, which removed  Superintendent Cindy Hill from leadership of the state Department of Education. Mead signed the bill into law in 2013. Mead says attorneys from the Legislative Service Office as well as the state Attorney General thought the bill would pass muster. The state now admits Hill has the right to lead the department, but is contesting five other points in the legislation.

The case is now before Laramie County District Court Thomas Campbell. Hill maintains the Supreme Court decision struck down the entire bill, including the five contested points.
