Laramie Man Arrested in Felonious Restraint Case

Police say that the Special Response Team was activated in a case that led to a Laramie man being arrested for felonious restraint and aggravated assault on Saturday.

Police responded to a call of a domestic disturbance involving a weapon on Saturday, May 18th, just after 10 pm.  The Special Response Team was activated shortly after, and area residents were evacuated as a safety precaution.

Police took 58-year-old Alan "Joe" Hageman into custody without incident outside his home in the early morning hours of Sunday May 19th.

Court paperwork says that Hageman allegedly threatened to kill himself with a an older model handgun in his home.  A witness says that Hageman placed the gun to his head, pulled the trigger, but the gun did not fire.  The witness goes on to say that Hageman checked the clip, found the gun was loaded, placed the gun to his head again, but the gun misfired a second time.

The report goes on to say that Hageman then threatened the witness with the handgun, and when the witness attempted to run away, Hageman allegedly attacked the witness physically.  The witness was able to eventually escape and retreat to a bathroom in the residence, where the witness claims to have seen Hageman with another gun, making threats.

The witness managed to to escape the home and run to a nearby club where someone called police on the witness's behalf.

Hageman was charged with Aggravated Assault and Battery and Felonious Restraint in Albany County Circuit Court on Monday Morning.  He is currently out on a $25,000 signature bond.

Wyoming State Statute describes a person guilty of felonious restraint if "he knowingly Restrains another unlawfully in circumstances exposing him to risk of serious bodily injury; or holds another in a condition of involuntary servitude."  It is punishable by imprisonment for up to 5 years.

Aggravated assault is also a felony, punishable by imprisonment for up to ten years.

Police say the investigation is ongoing.
