21-year old Andrew Allen was declared dead yesterday at the scene of an early morning crash on Interstate 25.

According to the Wyoming Highway Patrol, Allen was driving northbound on I-25 and lost control of his vehicle at a high rate of speed approaching another vehicle that was slowing down to take the off ramp at the Central Avenue exit. The other vehicle was pulling a long horse trailer loaded with horses. When Allen’s vehicle went off the right side of road he overcorrected to the left and hit the rear of the Peterbilt trailer. After impact, Allen’s vehicle spun and went off the right side of the road, struck the guard rail and hit a tree on the driver’s side. Allen was not wearing a seat belt at the time of the crash, Sunday morning at 2:10a.m.

When the vehicle came to rest, passengers Nicholas Kahler, 21, and Madison Ashlock, 20, attempted to flee the scene, climbing over the chain link fence along the right of way. The fence at the Central Avenue off ramp runs along the west side of the Governor’s mansion and they were quickly apprehended by troopers on patrol of the grounds. The two were taken into custody and both were charged with leaving the scene of a fatal crash. In addition, Kahler was charged with possession of a controlled substance and Ashlock was charged with minor in possession.

Kahler and Ashlock were treated and released from Cheyenne Regional Medical Center. Colby Lovell of Texas, driver of the vehicle pulling the horse trailer, and his passengers Richard and Rhonda Skelton and their 7-year old daughter Rainey Skelton were all wearing seat belts and were physically unharmed by the accident.
